The report of the UN Commission of Inquiry on human rights in the Democratic People’s Republic of Korea documented wide-ranging and ongoing crimes against humanity and has recommended full accountability for the North Korean leadership. This new momentum in the movement for North Korean human rights creates an impetus to discuss transitional justice for North Korea in the case of a socio-political transition. Now is the time to take stock of lessons learned from other countries recovering from serious human rights violations under totalitarian rule.

This symposium will shed light on the German experience of past abuses by the Gestapo police force and the Stasi intelligence agency. The German experience provides useful insight into issues relating to perpetrators and victims of human rights violations in North Korea.
